Conditional: If your character is 13 years of age or under, please clarify how they will be played. Coming from the districts Rue is used to having worked almost her entire life so it’s likely she will try for a job in the agriculture section of SP. She’s a survivor and self-sufficient, she can and is prepared to take care of herself in the event of no one offering to take her in.
What form will your character's NV take? A tablet computer, with a wooden cover and the District 11 symbol carved at the top.
Abilities
Character's Canon Abilities: Rue comes from District 11, the district responsible for agriculture in Panem. As such she’s developed many skills from her time working in the orchards there. She’s an extremely agile climber and due to her small size and weight can scale even the highest branches of trees with no fear of falling. She can also safely leap between tree’s, enabling her to travel without ever touching the ground, an invaluable skill in the Hunger Games. Rue also has a lot of practical knowledge on the uses of the native flora of Panem as medicine and food.
Conditional: If your character has no superhuman canon abilities, what dormant ability will you give them? Flight. Rue’s most useful skill in aiding her to survive the Hunger Games as long as she did was her ability to travel without touching the ground, so her power will be an extension of that. At first it will manifest itself in Rue being able to leap higher and further than before, then being able to hover before she learns to truly fly.
This ability will be connected to her emotions. Namely, if Rue is scared or upset she will not be able to fly consistently, or in worst case scenario, not at all. The brighter her mood is the stronger her ability becomes.
As a purely aesthetic addition to this power, Rue at times will appear to have translucent mockingjay wings.

Character Personality: Rue is on the surface not too different from any twelve year old girl one could imagine. She’s bright, cheerful, a little shy and full of energy, described as always looking like a bird about to take wing in the books. Actually she’s very fond of birds, particularly mockingjay’s and liked to sing to them at home when it was quitting time from work. Music is her favourite thing in the whole world, whether it’s singing or being sung to, when Rue is dying her final request to Katniss is for a song.
Music is one of the few true pleasures in Rue’s world, which is unpleasant in a lot of ways. Rue grew up in District 11, one of the strictest districts in its security. Her entire life she has been confined and watched by the Capitol, the powerful government of her world. This is not a happy life for a young girl like Rue. Not to mention as she grew older there was the creeping fear that her name would be drawn to participate as tribute in the Hunger Games, something that unfortunately came true. This pervasive fear has given Rue an almost constant state of wariness and yet, also resilience. Rue has seen people killed growing up, even children and is used to going hungry, starvation not being uncommon in the districts. Things that would make another child flinch are commonplace to her. Not that she takes them lightly or thinks them anything less than terrible; it’s simply an unfortunate fact of her life and as such she is somewhat desensitised to such horrors, accepting them is a necessity. When telling the story of how peacekeepers brutally killed a young boy in her district to Katniss Rue is very matter of fact about it.
Rue does take pleasure in her work and nature however. When harvest time comes around even the children in District 11 are called in to work, Rue would work in the orchard, climbing up trees to the highest branches to pick fruit. It’s here her fondness for mockingjay’s developed; Rue took delight in the bird’s ability to mimic any song and would sing to them herself. Being at the highest points enabled Rue to see the signal for the end of the work day first, so she had the idea to teach the birds a four note song, that would pass swiftly around the orchard and let every worker know it was time to quit.
Despite being the youngest and smallest tribute in the games that year, Rue did not resign herself to death. She knew her chances were slim, yes, but she displayed a sense of determination to go on as long as she could. “...first they’ll have to catch me.” She commented in her television interview, knowing she had the skills to evade, if not go directly hand to hand with the other tributes. In the arena she exhibited great resourcefulness in survival, intelligently avoiding all direct contact with others and playing it safe until the night she made herself known to Katniss. Rue with her keen observation and knowledge of dangerous fauna was able to identify and point out a nest of tracker jackers that would enable Katniss to escape the tree where the Career tributes had trapped her and also end up eliminating two of them. Something about Katniss prompted Rue to help her and they later formed an alliance. It was Katniss’ mockingjay pin that made Rue trust her, mockingjay’s representing good and joy in her life.
Back at home Rue has five younger siblings, as the eldest she would do her best to look after them and keep them safe. Presumably her parents would have to be working all day and so when she was old enough Rue took responsibility, it seems she was greatly loved by her family given the grief seen by Katniss after her death.
She is almost certainly brave, when Katniss devised the plan to destroy the Career tributes food supply Rue agreed to take the part of decoy, lighting various fires to lead the other tributes away. This was dangerous and risky, but she did it anyway, knowing getting rid of the careers supplies was the only hope of beating them. Surprisingly she was actually excited at the prospect of the adventure despite the risks involved, indicating that Rue is not without her mischevious side as well. In the film version of the book she is seen stealing another tribute's knife for fun during the training sessions.
Rue is a character beaten down, though not broken by the world she grew up in. She tries to take joy in everything she can while she can, knowing that the easy moments in life are always fleeting and should be relished so they can be remembered. She is resourceful, intelligent, brave, cautious, kind and possesses an eager love for life and nature that makes the reality of her existence all the more tragic.

Character Plans: Rue will initially think Siren’s Port is a new twist to the games by the Capitol and will likely be on guard for some time after arrival, hoping for some clue to truly convince her. However she will slowly adjust and will find the Port something of a marvel, though confined to an island and the daylight it is likely more freedom and luxury than she’s ever had at home. More importantly, without the looming presence of the Capitol at her back.

First Person Sample: [The camera opens on a close up of Rue, who peers at the screen before she’s satisfied that it’s recording. Then she hops back across the room in sprightly little movements until you can see all of her from head to feet.]
Hello everyone! [She waves, a slightly shy smile on her lips.] I want to say thanks, for everyone who was so nice to me before, and I’m sorry I was suspicious. It was just… I was so worried this was just another twist to the games. I’m starting to believe that this is real though, every day I’m seeing something new, something I’m sure the Capitol would never do! It makes it easier to believe I'm really out.
[Her smiles widens, an air exultation on her face.] There’s also something else I discovered, everybody watch closely, okay? [Stood up on her tip toes, arms slightly extended to the side, Rue concentrates…
… and her feet start to leave the floor, no more than for a few inches and not for longer than a few seconds before she drops back down, grinning.]
I only ever thought things like this were possible in dreams!
Third Person Sample: The doors slid open like magic and Rue stepped inside.
Ahead of her was a busy wide space, marked by many wide aisles of shelves, all of them full to bursting. People bustled apart with trolleys, some like Rue held metal wired baskets instead and they were all loading them up with food.
Sat in her pocket was the earnings she had for working her job in this city's agricultural section, it was more money than Rue had ever held in her life and now... now it was time to go grocery shopping, in this wonderland of food. Finally getting over gawking she moved forwards, set to investigate the store more thoroughly, work out just what she could get.
Rue had to spend smart, she knew that, she would do that and not give in temptation to waste it all on treats. Not that a full meal wasn't a treat in itself.
As she explored she found there was a section for everything, fresh fruits and vegetables, fridge and freezer and... even fish! Row upon row of milk, of chocolate and crisps! Luxuries that were only available to the Capital and the better off in Panem were reachable for everyone here. As she added up hypothetical lists in her head she found that while she couldn't afford anything she would certainly be able to eat better than she ever had in District 11.
She wished she could bring her family here, even with the monsters at night, they'd like it here. Rue picked up a brilliant gree apple in a slim brown hand and carefully smelled it, smiling softly.
